The Current Situation
Currently, malicious animal cruelty incidents against companion and stray animals occur frequently in many regions. Without specific, enforceable animal protection laws, perpetrators often face only moral condemnation rather than the legal punishment they deserve.
This is not just about animal welfare; it concerns our societal moral baseline and public safety. Studies show a strong link between violence against animals and violence against humans. Legislating to protect animals means protecting the conscience of our society.
Our Core Demands
- Enact Anti-Cruelty Laws: Clearly define acts of animal cruelty and establish strict criminal or administrative penalties for abandoning, abusing, or mutilating animals.
- Regulate Breeding and Trade: Establish a strict qualification and auditing system for companion animal breeding and sales to reduce overbreeding and genetic defects at the source.
- Improve Stray Animal Management: Promote scientific TNR (Trap-Neuter-Return) policies and build collaborative shelter and adoption mechanisms between the government and animal welfare NGOs.
- Strengthen Humane Education: Integrate animal protection and reverence for life into the primary and secondary school curriculum.
